If your function keys are marked in orange or blue, you need to hold down the Fn key.  From the Power menu, select Restart and, with the Fn key firmly down, start tapping F2.  (Function keys marked in white shouldn't need this.)

A lot of Lenovo laptops have a Lenovo button somewhere on the side or the top. If the laptop is off and you push that button, it automatically brings you to the boot menu.
