Just to be sure, do you have a Fedora account and membership in the packagers group in the Fedora Account System? If not, then you won't be able to connect to pkgs.fedoraproject.org via ssh. You can clone anonymously with 'fedpkg clone -a'. Then you can generate a patch (or patches) to attach to the existing bugzilla ticket.
