At best in rawhide (F28) you'll get 17.3.3, if that's what you mean: 
https://apps.fedoraproject.org/packages/mesa-dri-drivers/overview/
and nothing in testing for your version ...

Similar situation here on F26:
I have xorg-x11-drv-ati-7.9.0-1 installed - the source
xf86-video-ati-7.9.0 looks like being from March last year -  while
7.10 is available since Sept 2017. Even in the rawhide repo there's
still some F27 version: 7.9.0-3
https://apps.fedoraproject.org/packages/xorg-x11-drv-ati/overview/

So: No. I'm not astonished ....
