I just install the MATE Desktop on an F27 system running the "Workstation" (Gnome)
edition. After bringing up the Mate DE it has 4 workspaces. Right clicking on the
workspaces on the lower panel brings up a GUI to add spaces as well as changing the name.

Well, I am sorry, but it is not working for me the same way.

It seems something aint right, and I have no clue what is causing
mate to behave this way.
So, I will go back to square one, but I will try my luck with a different
release.
