There is probably a way to do this from the command line for pulseaudio,
but if you open pavucontrol, you can set the default device for
pulseaudio and it will be remembered.

If you are using alsa, there is a file in /etc/alsa/alsactl.conf that
sets the default device.  This can be problematic if there is more than
one device on your system because they can be allocated in different
order depending on discovery during boot.
