The browser can play video on the web.  Firefox is the default browser
in Fedora, but there are many others available including chrome,
chromium, opera, and more.  There was a recent thread here mentioning
several others.

If you are talking about applications that you would install on your
computer that could play video downloaded from the web, there are
mplayer, vlc, ffplay from ffmpeg, mpv and probably more.  

To install these on Fedora you would use the application dnf.
Installing firefox would be done by
dnf install firefox
as the root user.  Similarly for the others.  To pick up patent
encumbered codecs in the players, you have to install them from
rpmfusion.org.  If you go to that site, it will tell you how to install
their repositories into fedora so you can just do a dnf install and it
will find their version.
