So, once rcpbind gets enabled it stays enabled until it is specifically disabled. So, it would seem it was enabled by virtue of the "bug" back in 2014 and not noticed until now. The bug fix didn't disable it from starting. That had to be done by the end user. So, while you have the "problem" it isn't because of F27 but simply because back in F21 it got enabled and stayed enabled. -- Fedora Users List - The place to go to speculate endlessly
