Install gcc-c++. It's C++ you're trying to compile (as shown by the
".cpp" suffix).

You could also do "dnf whatprovides */cc1plus" to get a list of what
RPMs provide that program. You'll get a batch of them, but for native
compiles, just use "dnf install gcc-c++".
