That is normally not needed, systemctl should create the symlinks himself.

[ulf@x1 ~]$ sudo systemctl enable openvpn-client@ibecker2.service
[sudo] password for ulf:
Created symlink
/etc/systemd/system/multi-user.target.wants/openvpn-client@ibecker2.service
→ /usr/lib/systemd/system/openvpn-client@.service.
