Not on fedora, but I've seen /proc files get into a locked
state somehow and never unlock. With the system in this
state, I could go through all the /proc/pid/environ files
(to give one example) and try to cat the file. Eventually
one cat of a particular file would get blocked - that was
the locked process.

Why it got locked, I have no idea, but at least on this
system if I kill -9 the locked pid, everything would go back
to normal (until it randomly happened again).
