You should not be concerned about running clamav on /dev, /proc, /sys.  These contain
"system" files that are not persistent and are maintained by the kernel.

FWIW, ebtables is "Ethernet Bridge Firewalling".   So, you have the module
ebtable_broute loaded and it created and uses that file for some reason.
