The answer in the evolution ML is that It is up to distributions whether they enable it when packaging. There is no hope to see the plugin enabled and also no new evolution version in Fedora 26. I filed 3 different bugs, that was immediately solved in the current version (but Fedora 26 does not use the current version but the oldest one that I understand is no more developed).
