Specifically, it's now at <https://docs-old.fedoraproject.org/en-US/Fedora_Draft_Documentation/0.1/html/RPM_Guide/index.html> You're right that this is somewhat intentional; while there are bits of the older documentation which are still relevant, a *ton* of it is so out of date as to be more harmful than helpful.
