If you don't need it, or can do without it for a while, do a "dnf erase nspr-devel"
and then update firefox.

[egreshko@acer ~]$ rpm -q firefox
firefox-55.0.2-2.fc26.x86_64
[egreshko@acer ~]$ rpm -q nspr-devel
package nspr-devel is not installed
