Somewhere down the kernel-line they changed the default setting. From default to 'required', thus very old cpu's won't boot anymore, unless you drop this requirement.
This would be news to me.
Fedora ships pae (package name kernel-pae-*) and non-pae kernels
(package name kernel-pae-*).
The pae kernels have the requirement you mention, the non-pae kernels
should not have this requirement.
