This may, or may not, be of value.

I'm running mostly KDE and that is the desktop that I'm currently logged into.  But I
do have gnome installed as well....I just don't want to switch to it this late at
night for probably stupid reasons.

But I just started gnome-terminal and the mouse scroll as well as Shift+PageUp and
PageDown work just fine for me.

gnome-terminal-3.24.2-1.fc26.x86_64

Maybe check your keyboard settings?
