Anyway....

Ahhhhh........   I think just found the "problem"

In checking my repo file for skype I found....

baseurl=https://repo.skype.com/rpm/stable/

When you go to that URL you see....

 repodata/    2017-07-18 12:50    -     
    skype-stable.repo    2016-06-27 09:40    178     
    skype-stable.repo.asc    2016-07-12 15:23    473     
    skypeforlinux_5.3.0.1-1.x86_64.rpm    2017-05-31 10:14    65M     
    skypeforlinux_5.4.0.1-1.x86_64.rpm    2017-07-18 12:46    69M    

So, I don't see them providing a 32 bit version.
