I would consider that odd....

Jul 23 19:37:39 acer.greshko.com systemd[1]: Started dnf makecache timer.

And normally.....

[egreshko@acer ~]$ ps -eaf | grep dnf
egreshko  6037  5976  0 14:49 pts/1    00:00:00 grep --color=auto dnf

Now, depending on how many repos you have enabled and the network speed to the repo
server it may take a while.  But, yes, I would agree that 10 minutes is excessive. 

I'll just say that I've not run into the issue you're experiencing

Welcome.   Of course I don't expect anyone would now how to do everything....which is
why questions are asked.  :-)
