Theoretically, you could "rfkill block bluetooth" to hardblock bluetooth networking. The system shouldn't ask you about it in the future unless you "rfkill unblock bluetooth". The systemd-rfkill.service is supposed to track the state of rfkill and restore the state early in the boot process. This should allow you to re-enable bluetooth for headsets and the like, but just block bluetooth networking.
