Don't know about the rfkill window you are getting. But in the case of configuring a network it sounds like blueman wanting to configure a network via bluetooth. I saw that on my KDE desktop after the update to F26. Since I've no use for blueman I simply erased it. -- Fedora Users List - The place to go to speculate endlessly
