Looking at the man page for dnf.conf

       $releasever
          Refers to the release version of operating system  which  DNF  derives
          from information available in RPMDB.

Is it possible you have multiple entries for fedora-release?

Or, maybe a "rpmdb --rebuilddb" will fix things?
