Enabling the updates-testing repo and just updating the broken library worked for me today (2017-Jul-06). Once the liba52 library dependencies were fixed with the version in the updates-testing repo a normal dnf update worked and updated nearly 700 packages.
sudo dnf update a52dec-libs --enablerepo=updates-testing
