The merits of so-called "reply munging" have often been debated, but
that behaviour is just plain wrong. The reply-to is an override
instruction. If you're going to do something different, again, your
action should be another overide, not a default.
One main reason that lists put themselves in the reply-to header, is
that so many people are clueless about participating in mailing lists,
and need things done for them. Replying privately is not the usual way
to participate in public forums.
The whole point of the reply-to header, whoever puts it into an email,
is an instruction about where the replies should go (the reason is
irrelevent).
If you're going to add yet another if/then/else to what to do with
reply-to headers, because it's a list message, then there needs to be
yet another list header, that the mail client obeys, where a list can
state that replies go back to the list, by default, not privately to the
original sender.
Personally, I prefer the option that Evolution has: It notices you're
replying to a list, asks whether you want to reply privately or to the
list, and also asks if you want to make that a permanent option.
