I can't help with the issue since I don't use that combination, but have you tried another greeter? I see one called marco for mate in the repositories. You could also try booting to another desktop to see if the failure is specific to mate. I wonder if you are missing a dependency that is not specified properly for dnf - a packaging error, in other words. Maybe something that lightdm-gtk-greeter depends on is missing one of its dependencies. Or maybe there is a configuration option missing that the first run creates, so that the second one can complete. Finally, the first thing I thought of when I saw your description of the error was an application capturing login credentials. It seems unlikely, but it fits the profile. Try reinstalling the package from the repositiories.
