Exactly this problem in rawhide also.

I did do the dnf update in rawhide and the same problem occurred after
updating to the latest packages.

I had to rpm erase the new zsync packages, as someone else in this
thread suggested, in order to use dnf.

This is probably the issue in rawhide also.

But I can confirm that the updates repo in F25 does not update if there
is no change to it as today's updates did not download it.  So, working
great in F25.
