I run the radeon driver and never see those messages. Are you running atom hardware? I am running x86_64. I found that the reason my system took a long time to shut down was that I was running a daemon that didn't respond properly to kill -15 from systemd. So I kill -9 that daemon before shutdown, and shutdown occurs quickly. Perhaps you have a similar problem? If it is the radeon driver locking and causing your problem on atom hardware, you should open a bugzilla to let the developers of the radeon driver know that there is a problem.
