FWIW, I think you should file a bug....

Looking at https://fedoraproject.org/wiki/Changes/WaylandByDefault and
the "How to Test" section I see....

Change the gdm configuration by adding WaylandEnable=false and reboot
Verify that the login screen comes up under X
Verify that only X-based sessions are offered in the session chooser

And that isn't the case...
