Have you bothered looking at the audit logs to see what selinux is
complaining about regarding CUPS or lpd? You should see warnings even
in permissive mode.
Also, if you have setroubleshoot-server installed, it will detect those
audit messages and put helpful messages into the journal about what you
can do, including booleans to change.
