You can always "dnf install wireshark*" to install the lot. Similarly, "dnf list wireshark*" will list all the wireshark packages. "dnf install wireshark" should have pulled in wireshark-cli since that's a prerequisite to wireshark. The "/usr/sbin/wireshark" symlink to "/etc/alternatives/wireshark" (which is, in turn a symlink to "/usr/sbin/wireshark-gtk" or "/usr/sbin/wireshark-qt") is created by either wireshark-gtk or wireshark-qt (the GUI frontends to wireshark), respectively. wireshark-gtk (which is what I have installed) lists wireshark-cli and wireshark as prerequisites.
