I see, but your advice helped but there is a koji error re: ssl.

$ koji build --scratch f25 ~/rpmbuild/SRPMS/osmo-0.2.14-9.fc25.src.rpm 
SSLError: [SSL: CERTIFICATE_VERIFY_FAILED] certificate verify failed (_ssl.c:661)

I don't understand where this comes from. I do have kerberos tickets issued till tomorrow (as per klist).
