Are codecs missing?

smplayer comes from rpmfusion. The current version supplied by them is smplayer-16.11.0-2.

Apparently you've downloaded and installed from smplayer.sourceforge.net. So, not sure

I have:
libdvdcss2-1.4.0-1.x86_64
libdvdcss2-devel-1.4.0-1.x86_64

Are these what everyone else has?
