I haven't used an rtl2832 for tv reception, so I don't know what packages you need installed. rtl-sdr is a good one to have because it provides a library api to the device, and will probably be used by any application programs. I see this in the page you pointed to. Note: Please make sure your region can receive DVB-T signal. Can you receive digital signals in your area? In my area, they need a tall antenna because the transmitter is partially blocked. Unless you live very close to the transmitter, I doubt the little antenna that comes with this will work. It should work for fm with a reasonably strong signal (in an urban area).
