With the latest push, it's creating drpms both between the 2 latest versions, and between release and latest. But it didn't create the drpms that were missing before. For example, in https://dl.fedoraproject.org/pub/fedora/linux/updates/25/x86_64/drpms/ there's still only thunderbird-45.4.0-1.fc25_45.6.0-3.fc25.x86_64.drpm (there should have been one from 45.6.0-2 to 45.6.0-3, but that update was from before the fix) but for the just released 4.9.3 kernel there's both kernel-4.8.16-300.fc25_4.9.3-200.fc25.x86_64.drpm and kernel-4.8.6-300.fc25_4.9.3-200.fc25.x86_64.drpm.
