I've checked all the libraries and the checksums match the libraries on
the system where firefox works fine.

I tried removing firefox and re-installing it and it did pull in

Since this is an upgraded system, is it possible that there is an
obscure library hanging around?
If you do an ldd on /usr/bin/firefox, are all the libraries there f25
versions?
Do you possibly have an old version of firefox hanging around
in /usr/local/bin? That would override the /usr/bin version if you
have /usr/local/bin at the start of your $path, as is common.
