Is that consistent on retries? I get really variable results on WiFi. I'd run the test several times...

Firmware versions are the same in all three cases. And the iw outputs are all the same. And the laptop is in the same location. So there is something in the ether affecting the result, but it does seem pretty clear there's something awry with Fedora 25 and it's not the kernel or the firmware. Maybe wpa_supplicant? OK this is weird....
If I'm not mistaken, with the rawhide kernel you got better results than you've posted previously in this thread. I don't think it's entirely clear that the problem isn't the kernel.
