I presume that you're using Gnome. Remember, Fedora != Gnome, just as Linux != Ubuntu. In Xfce, not only does it have a launcher on my panel, it's available from the main menu two different ways. And, I can also get to that menu just by right-clicking on my desktop. My understanding is that it's hard to reach in Gnome because the Gnome devs don't think that the average user needs to use it on a day-to-day basis, and they're right. As an example, my sister uses Xubuntu, and the only time she needs a terminal is for troubleshooting, maybe two or three times a year.
