Not unless that drive is listed in /etc/fstab, with the option user, just like in any other DE.

So far, I've only mounted them from the Desktop or file manager.

Also, can they be (re)named from the command line?

You can get a drive's label or change it using the fatlabel command from the dosfstools package, but changing it requires root access.
