postgresql-upgrade was already installed as I tried to use it for the 9.3 to
9.4 upgrade.
Thanks for that link.
I also had to use the PGSETUP_INITDB_OPTIONS facility to get the new database
locale correct but all is now good.
(I still think there should have been more warning that the F24 upgrade would
break databases. My databases were off the air for 24 hours.)
