typo on my side. the output is cut/paste, the actual commandline wasnt, sorry.

if i only "dnf upgrade" without packages it get the same:

dnf upgrade

Dependencies resolved.
Nothing to do.
Complete!

and even:
dnf list mediawiki
Last metadata expiration check: 1:25:32 ago on Mon Nov 7 07:51:20 2016.
Error: No matching Packages to list

and:
dnf list "*mediaw*"
Last metadata expiration check: 1:27:28 ago on Mon Nov 7 07:51:20 2016.
Installed Packages

hi

i have a weird problem and before fixing it by deleting and reinstaling i would like to discuss it:

i have installed (but not yet configured) mediawiki. today i mentioned that there would be a newer version available.

installed is mediawiki-1.26.3-1.fc24.noarch
available is mediawiki-1.26.4-1.fc24.noarch

dnf upgrade mediwiki gives:
Last metadata expiration check: 1:11:17 ago on Sun Nov 6 15:12:14 2016.
Package mediawiki not installed, cannot update it.
No match for argument: mediawiki
Error: No packages marked for upgrade.

For two times in your mail you wrote mediwiki instead of mediawiki.
Are you sure you are not doing similar errors when invoking dnf?
