I have resolved the issue. The machine came with Windows 7 which uses BIOS (aka Legacy Mode) and not UEFI so I don't even have a UEFI boot partition. But to boot Fedora Live from USB, I had to switch from Legacy Mode to UEFI in system setup (F12 at the Dell logo when booting).
