I've never seen a clear description of each of the files involved in a PXE installation, but install.img is certainly one of them. It may be the anaconda executable, but that's just a guess. It certainly is not the initial ram disk (initrd). You will find a copy in the current F24 directories on fedoraproject.org, for example. But the copy seems to be release specific.
