For sure it is a bug.  Going from one kernel to a new one should not break things.  The
average user or admin shouldn't have to know a magical incantation on a server to make
things work though a firewall.  Especially when the firewall GUI is implicitly telling you
to check a box to make ftp work though the firewall.
