After I unolock the screen,  firefox seem slow to recognize mouse or keyboard input. There is a period of about three minutes where no matter what I do it will not register with firefox (switch tabs, try to click on link, etc.).

"feature".  My guess is that firefox or some add-on is waiting on the network.  More and more sites are using https
which I find often makes site less responsive.

Not Yet.
I just updated firefox to 49 and i am testing around. I think my firefox "smelled" my complaint and is behaving decently for the moment, I haven't have the problem yet again even before I upgraded to 49. I'll keep monitoring it.
