Access to root is supposed to be restricted, subsequent rules in the config file relax access to other parts of the CUPS server. There are other places that you may need to allow access, such as CUPS server and client through the firewall. Perhaps SELinux permissions, too. But none of this has anything to do with resolving the IP, and none of what you mentioned in that message about indicating client IP. Before you get around to finding out why a client isn't working, you should get the printer working with the server (the one the printer is directly dealing with).
