The odd thing is that none of the "problematic" packages --
gnupg2-smime, libguestfs-xfs, pinentry -- are installed.

I have install_weak_deps=false in /etc/dnf/dnf.conf, so it shouldn't be
trying to install weak dependencies.

Anyone know what the heck DNF is trying to do?
