I have had a similar problem since a couple of months (since F24ß was released?). I don't use Chrome enough on a regular basis to be able to confirm, but Firefox is stricken. I'll decide to play some videos on YT using Firefox and there is no sound. I open other tabs and try. Typically, nothing. Rarely, this appears to fix the problem. Sometimes, I open VLC and play a video stored on my computer. This appears to be the most reliable solution for me. Perhaps a logout/in. I've always managed to get it working without rebooting, but it takes a lot of fiddling. I have no idea what causes it and there are no clues that might suggest a culprit.
