Thank you all for you advice on this matter. I did wait for 35 minutes
where the program finally executed to completion. I looked at cat
/var/log/dnf.log but did not find an error but I do believe it is
snapper that is causing the delay. I removed snapper and the program
seems to execute within a few seconds but this was on an install with
only a few packages. To regress, this was a fresh install of Fedora 24
and during wildcard installs that would include tens to hundreds of
packages the program would hang excessively. I don't believe this to be
a bug but it is quite annoying
