Oh F*** !!
On my display, There is no Gear
WHat there is: A small square box, in it are what look like icons of 3
paint bruches, middle one inverted,
and a drop-down arrow to the right of the small square box.
And I kept looking for a GEAR and a Search Box.
There is NO search box on my display :(
But the drop down arrowhead DOES show the install from file.

if not, you might, tho i would think not, have 2 buggy versions.
in drop down menu on my version, the selection is 3 rd in a choice of 5.

your header for your post shows;

which means your are not using a current version, therefore you should
upgrade to a more recent version.
on add-ons page, in upper right portion of page, you should see 2
selection bars. right most is labeled [Search all add-ons].
to left of that, a bar with a 'gear' and down pointing arrow head.
clicking arrow head produces a drop down selection menu with
"Install Add-on From File".
if you do not see such, then you _really_should_ upgrade to later
version of TB = Thunderbird.
