I couldn't say anything about recent filtering failures,
but evolution filtering has always been so awful that I gave
up on it and started sending all my mail to the dovecot
imap server on my desktop where I can filter it at the
server level with "sieve" scripts.

For one thing this gets the mail sorted into the correct
folders before my mail client sees it at all, which was
important for evolution because it always used to notify
me of new mail before it was filtered, then there wouldn't
be any new mail when I looked :-).

This also allows me to change mail clients any time I get
the desire to test a new one since the mail is still in
the dovecot folders and not some custom mail client inbox
format.
