"mailto" is the URI for email addresses (just as "http" is for urls). The problem was your including that as part of the address you were sending to. From the information provided, the correct address is (simply): package-announce-leave@xxxxxxxxxxxxxxxxxxxxxxx Email clients and web browsers understand the "mailto" URI and handle things automatically.
